The first time my roof blew off onto my car, I had to pay $1000 for repairs, even though the home builders were at fault ("Uh guys, maybe we should've put hurricane clips on."). My sister's car ended up costing another $8000, since it was nailed by a huge chunk o' roof/wall. Yeah, my deductible sucks. I know how irritating this must be, but this a minor occurrence in the grand scheme of things. Don't they teach you "what goes around, comes around" in CAN? The dbag that hit you will probably be on the receiving end the next time she gets into an accident. If there's one thing you can have faith in, it's the government will screw everyone equally :).
